To educate, train and assist New Mexican nonprofit organizations to develop the technology, accounting and general business systems necessary to accomplish their charitable missions.  We provide centralized, innovative services and tools at rates based on size and ability to pay.  In addition, we develop learning communities that provide networking opportunities and help grow the managerial talent of New Mexicans.


Members of NonProfit Back Office Resources' (NPBOR) Board of Directors have worked with nonprofit organizations for many years.  During this time they became aware many of these nonprofits did not have the resources they needed to properly account for their financial transactions.  These organizations were often out of compliance with their grantor requirements.  Some organizations were found to be out of compliance with IRS regulations as well as other laws and regulations.   Members of NPBOR Board of Directors decided to form an organization to provide these much needed resources.  

David Rivard, CPA, CEO

David's experience includes 17 years in public accounting in Canada (with both national and small firm), 13 years as President, CFO and General Manager of a group of manufacturers in both Canada and the USA, 3 years as CFO of the Institute of American Indian Arts in Santa Fe, and the past 5 years as Assistant Dean of Libraries for the University of Maryland.  Responsibilities have included financial management, strategy development, human resources, information systems, auditing, tax consulting, and facilities/construction management.  David's unusual combination of non-profit and entrepreneurial experience in multi-cultural environments is reflected in the strategic and pragmatic perspectives and solutions he is able to offer organizational leadership, colleagues and staff.  David is a CPA, and also holds a MS in Financial Management from the University of Maryland University College, and Chartered Accountant and Certified Management Accountant designations in Canada.​

John Williams Ph.D., Board Chair

Dr. Williams has been a Human Resources executive for 31 years working at fortune 500 companies including US West, Level 3 Communications and Mosaic Potash.  He earned a Ph.D. from the University of Nebraska-Lincoln and is co-author of two books on human relations.  Through his leadership in 2010, Mosaic Potash received the New Mexico State Corporation of the Year award in philanthropy.  He has retired from corporate business and is doing social purpose work.

​Cheryl Silcox, CPA Treasurer

Ms. Silcox is an audit and accounting department manager with Burt & Company CPAs.  She has 17 years' experience in public accounting.   Many of her clients are nonprofit organizations.  She is a board member for the Construction Financial Management Association.  She is a technical speaker for the Nonprofit Center for Excellence. 

Stephen Comeau, Secretary

Mr. Comeau is an attorney and has been a member of the New Mexico State Bar for over 30 years.  After almost 15 years practicing business and commercial law in Albuquerque, he joined a large, local accounting firm serving as Director of Litigation and Valuation Services, General Counsel and Firm Administrator.  He also earned certification as a business appraiser and supervised the firm's business valuation practice.  He has been on the ​Boards of Directors of a variety of non-profit organizations, having served as President, Vice-President and Treasurer of these organizations.

Mark Joiner, CPA, Member

Mark Joiner has been a practicing CPA in New Mexico for thirty-four years, with attest engagement responsibilities for not-for-profit corporations, closely held companies, and public registrants in a variety of industries. He currently practices as an independent CPA and consultant, concentrating on litigation matters involving auditing and accounting issues, professional responsibility, and governance. Mark has served on the boards of several New Mexico nonprofit organizations. He received BS and MBA degrees from the University of Missouri.

Elena Seaberg, Vice-Chair

Ms. Seaberg is the Director of Finance & Administration for the National Museum of Nuclear Science & History.  She has 20 years' experience in non-profit accounting.  She received her Bachelor of General Business from New Mexico State University. 

Patrick Wilkins, CPA, Member

Mr. Wilkins is a CPA and the CFO of The United Way of Central New Mexico.  Before that position, he was an assurance partner of a national CPA firm.  Mr. Wilkins has specialized in the audits of nonprofit organizations for over 18 years. He has also volunteered as a part of other nonprofit boards, serving in the past as board chair and treasurer.

Leslie Oakes, Ph.D., Ex-Officio Member

Dr. Oakes is the Accounting Chair and professor at the UNM Anderson School of Management.  Dr. Oakes has worked with nonprofit organizations for over thirty years.  She has published research on museums, healthcare organizations and other charities.  She serves on the board of several nonprofits and has taught financial management for nonprofit organizations across New Mexico and around the world.

Craig White, Ph.D., Ex-Officio Member

Dr. White is the Dean of the UNM Anderson School of Management.  Dr. White has worked with a variety of nonprofits. He currently serves on the Board of Directors of the New Mexico Society of CPAs, on the Board and as Treasurer of the New Mexico Business Leadership Network, as Financial Secretary of Grace Lutheran Church, and on the Audit Committee of New Mexico Voices for Children.
